The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

Some graphic elements have been assigned interactive labels screen reader users may find confusing. This is problematic for screen reader users as when they encounter the images in the graphics dialog list the text is read out to describe the images. Screen reader users would expect the images to be hidden and the external link information to be part of the link text and not the image (Level A).

The colour contrast of the menu text fails to meet WCAG 2.1 guidelines. This issue may affect low-vision and keyboard only users who may be unable to distinguish that focus has been placed on the link (Level A).

The menu item is not accessible to all user groups. When the size of the screen is reduced, a menu appears on the page and when users click the menu link, a drop-down menu appears to the left of the screen. Screen reader users have no indication that the menu has expanded and what part of the menu the focus is on (Level A).

In search boxes, users are not presented with instructions to describe what input data is expected. Placeholder text has been used as the only labelling technique. Those with cognitive, language, and learning disabilities may find labels help them to enter information correctly. Labels may also help to prevent users from making submission errors. For voice activation users, visible labels can be used to indicate the accessible name by which this component may be referenced to assistive technology (Level A).

The focus order is illogical on the page, this may cause confusion to keyboard only users navigating the page using the tab key command. The focus order should be sequential, from left to right, top to bottom to allow keyboard users to navigate the page easily and effectively (Level A).

When a keyboard user makes a selection from the <select> menbu, the page updates and the users focus is sent to the top of the page. This changes the context of the page and can be extremely disorientating (Level A).

The tab elements are marked up incorrectly. The tabs on the page have been marked up as links which means that screen reader users are unable to identify and navigate them as tabs. The tabs do not announce to users as tabs and users are unable to use the arrow keys to navigate between them (Level A).

The tab elements on the page receive no focus highlighting, this may cause difficulty to keyboard and low-vision user groups who would be unable to distinguish which tab focus is placed on. All interactive elements on the page should receive consistent focus highlighting, this will enable users to identify the elements and distinguish where the focus is on the page (Level AA).

When the page is set to reflow settings, the cookies banner covers the whole page which means users are unable to access any of the information on the page. This issue may affect low-vision users who use reflow settings to navigate web pages (Level AA).

When users tab through the menu items, the ‘Virtual Inspection Room’ link is in black against the dark grey background, this is inconsistent with the other links in the menu list where a yellow indicator has been used. This issue may affect low-vision and keyboard only users who may be unable to distinguish that focus has been placed on the link (Level AA).

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Visual headings in some of our pdfs are not programmatically determined and do not meet accessibility standards.  This fails WCAG success criterion 1.3.1 (Info and Relationships).

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services. For example, we do not plan to fix inspection reports.

Pre-recorded video

Closed captions are not available for some videos.  This fails WCAG success criterion 1.2.2 (Captions (Pre-recorded)).

There are missing title attributes in embedded YouTube videos which means some users of assistive technology may not be able to determine their contents or purpose.  This fails WCAG success criterion 2.4.2 (Page Titled) and 4.1.2 (Name, Role, Value).

We do not plan to add captions to these videos because they were published before 23 September 2020 and are exempt from the accessibility regulations.  We will ensure any new videos published include closed captions.

What we’re doing to improve accessibility

We carried out an accessibility audit in May 2021 and we have been fixing and re-testing issues since then. The website development team are still updating remaining accessibility issues, with a third accessibility re-test planned. All technical fixes will be completed by the end of September.

We are also currently adding missing Page titles to PDF documents uploaded since September 2018 and expect this work to be complete by 31 January 2023.

Preparation of this accessibility statement

This statement was prepared on 22 January 2020. It was last reviewed on 31 May 2022.

This website was last tested on 31 March 2022. The test was carried out by Digital Accessibility Centre.
